Blueberry Lemon Biscuits with a Sugar Crust

2 cups all-purpose flour
1/4 cup granulated sugar
1 tablespoon baking powder
1/2 teaspoon salt
Zest of 1 lemon
1/2 cup (1 stick) cold unsalted butter, cut into small cubes
1 cup fresh blueberries
3/4 cup buttermilk (plus more for brushing)
1 teaspoon vanilla extract

For the Sugar Crust:

2 tablespoons granulated sugar
Zest of 1 lemon

Preheat your oven to 425°F (220°C). Line a baking sheet with parchment paper or lightly grease it.
In a large mixing bowl, whisk together the flour, sugar, baking powder, salt, and lemon zest until well combined.
Add the cold cubed butter to the flour mixture. Using a pastry cutter or your fingertips, cut the butter into the flour until the mixture resembles coarse crumbs with some pea-sized pieces of butter remaining.
Gently fold in the fresh blueberries until evenly distributed throughout the flour mixture.
In a separate bowl, whisk together the buttermilk and vanilla extract.
